Climate Policy AI Agent_Ekolle Eya-This project presents a cutting-edge application of Artificial Intelligence (AI) using DQN (Deep-Q-Network) to address the critical challenge of climate change adaptation in vulnerable regions. This model was applied to study Kitui County, Kenya, using real-world data. The AI Agent have be trained to act as a Climate Policy Expert, learning to strategically invest limited resources in different policies to reduce poverty and build resilience against climate shocks like droughts and floods. This AI Agent can be applied in any community in Africa and beyond to make strategic policy decisions after identifying feature drought or flood conditions of the community under study. The AI can choose from 9 distinct policy actions each year to invest, ranging from short-term support to long-term infrastructure projects:
Do Nothing, Build Irrigation Systems, Subsidize Drought-Resistant Crops, Develop Early Warning Systems, Fund Microfinance Loans, Invest in Community Health Programs, in Education, Agroforestry / Mangrove Restoration, Build a Water Reservoir (Dam) over a 25-year simulation (from 2025-2050) while considering the impact of climate change.
In Kitui County, the AI Agent decided to invest into Agroforestry, Early Waning Systems and Irrigation. The Key Findings from the Simulation includes:
Reducing Poverty & Managing Budget: The AI successfully navigated the simulation with a 30.2% reduction of poverty rate, dropping from an initial 50% to a final rate of 18.8%, while maintaining a healthy budget. (See Graph 1 & Summary)
Prioritizing Resilience: The AI heavily favored ‘Agroforestry’ as a key strategy (See Graph 2). It also consistently invested Building irrigation systems , Developing early warning systems(See Graph 3), showing a focus on building capacity for future shocks.
Responding to Climate: The AI’s actions coincided with simulated drought years , suggesting it learned to respond to future challenging climate conditions (See Graph 4).

Why this matters for Kitui: This project demonstrates how AI, powered by data from platforms like Google Earth Engine, can offer data-driven insights into policy effectiveness. The AI’s focus on agroforestry, early warning, and irrigation suggests these are vital areas for building resilience and lifting communities out of poverty in the face of climate change.
